To: Valued Customers From: MSC Shanghai Representative Office Date: Feb 6 th, 2008 Subject : About China Customs Advance Manifest Requirements Dear all valued clients, Following the notice sent on 5-Mar-08 regarding “Control of Precursor Chemicals”, here below please find the updates: To comply the Ordinance of Controlled Chemicals by Hong Kong Government, below regulation needs to be complied for some chemical shipments which transshipment via Hong Kong. Below lists "Chemicals" which are under Hong Kong Customs control ( classified into 3 schedules ) for your easy reference. Necessary documents are required to support the application at Hong Kong, t/s connection will only be arranged upon permit available. A ) Following Chemicals when t/s at HK, the permit documents are required.

- We MSC will apply the Removal permit on behalf of Shipper and submit to HK Customs for every
control chemical cargo T/S via HKG. Following documents should present at the same time which will be provided by shipper in full:
b) Shipping Order c) Supplier’s invoice with Packing details and Country of Origin / Contract of Sales d) Letter from Importer to state the purpose of import and/or ways of disposal of the imported
e) Supporting documents from ultimate Importer for the lawful import of the controlled chemicals,
e.g. Import Authorization issued by receiving country.
- Normally application should make with HKG Customs 14 days before shipment discharge in HKG.
Any storage incurred in HKG terminal due to late or missing submission of aforesaid documents should be settled by shipper first before cargo will load onto 2nd leg vessel.
- There will a fee for application of Removal permit for schedule 1 chemical only. The full amount
HKD $ 950 shall be bear by shipper before loading onto 2nd leg vessel.
B ) Following Chemicals when EXPORT to following country while t/s at HK, the permit documents are required.

- Export Authorization is needed for T/S of Schedule 3 chemical and we MSC will apply on behalf
of shipper with HK Customs. Apart from completed the form in details, shipper shall provide following documents at the same time to MSC without any delay.
a) Exporter’s invoice with Packing details and Country of Origin. b) Purchase Order from Buyer / Contract of Sales c) Bill of Lading / Shipping Order d) Letter from Importer to state the purpose of import and/or ways of disposal of the imported
e) Supporting documents from Importer for the lawful import of the controlled chemicals, e.g.
Import Authorization issued by receiving country
- Normally application should make with HKG Customs 7 days before shipment discharge in HKG.
Any storage incurred in HKG terminal due to late or missing submission of aforesaid documents should be settled by shipper first before cargo loading onto 2nd leg vessel.
Under this connection, if your good party ship above mentioned Chemicals on our mother vessel which will be scheduled to tranship via Hong Kong, you are requested to prepare all above listed documents and submit to us at booking stage for permit application via MSC Hong Kong. Shipper / booking agent will
take full responsibility in case containers fail to catch up with planned 2nd vessel at Hong Kong due to unqualified documents submitted. Above also applies to unexpected transhipment arrangement at HKG which subject to MSC principal decision. We carrier will also be exempted from the responsibility when t/s plan changed to be via Hong Kong temporarily.
