Passage I
Look up "trust" in the Concise Oxford Dictionary and you will find no fewer than 22 definitions. Theyrange from "a firm belief in the reliability or truth or strength, etc., of a person or thing" to "a confidentexpectation." Trust is clearly a multi-faceted word. But what does the term mean to Indians? Whoare the people and professions to trust the most? These are the questions we set out to answerin an exclusive online nationwide poll. We invited people from across India to rate from one to ten.
How much they trust 100 randomly chosen public personalities and 40 professions - with onemeaning "not at all" and ten meaning "completely." Then using their answers we worked out anaverage score for each personality and profession and ranked them in order of perceivedtrustworthiness. Some caution in interpreting the results is necessary. Nearly two-thirds of ourrespondents are under 34, nearly all have at least a Bachelors Degree, and three quarters are male.
All live in cities and know English. So though they don't mirror India as a whole, they are, however,representatives of India's internet users, a group whose views are very significant. Right on top ofthe list is 78 years old Dr. Abdul Kalam. A technocrat who ran India's missile program, the formerPresident is a natural choice for tech savvy young Indians. Kalam's appeal cuts across all classes.
Everyone acknowledges that he's an honest, patriotic, un-pretentious man. His being a bachelorfurther enhances his trustworthiness for Indians as he is not compromised by family partialities. Ofthe 15 most trusted, 5 are businessmen with Ratan Tata ranking just below Kalam. That thereshould be so many may come as a surprise, considering that Indians have traditionally beensuspicious of businessmen with a few exceptions such as the Tatas, Azim Premji, Lakshmi Mittaland Narayan Murthy. Success enhances people's perceptions of trustworthiness. According to aMumbai based marketing consultant, 'We admire those who do well. But we believe that successis not enough - it has to be honestly achieved.' A : trust is a difficult word to define.

Passage II
Flying out from Madurai, Coimbatore and nine other cities is set to become costlier. The AirportsAuthority of India has sought the Government's nod to impose user development fee (UDF) onpassengers for the airports in these cities. "We have proposed a levy of ` 400 for every domesticpassenger and ` 750 for every international passenger flying out from these 11 airports. Theproposal was sent to the Civil Aviation Ministry on Tuesday," a person in the know said. UDF isa revenue enhancing measure to ensure economic viability of airport operations. Airport developersimpose such fees after undertaking modernization work. Out of 11 airports, UDF for Ranchi andRaipur will be subject to completion of the modernization work. Work here is likely to be completedby March this year. The Airports Authority of India has completed modernization works in 26airports, out of which UDF is being charged from passengers departing from nine airports. TheAuthority is also working on a proposal for UDF in Chennai and Kolkata airports. These airports arealso being modernized and are expected to be completed within the next few months. "The Authoritywill send proposal to the Airport Economic Regulatory Authority (AERA)," he said. However, nothinghas been finalized in terms of the amounts to be levied at these two airports. At present, 12 airportsincluding Delhi, Hyderabad, and Bangalore charge UDF. Though Mumbai was charging a developmentfee, it had to suspend it after a court order. The fee ranges from ` 100 to ` 430 for domesticpassengers. For any airport handling more than 1.5 million passengers, the proposal to levy UDFneeds to be approved by the AERA. For all other airports, the Civil Aviation Ministry gives the nodon a case to case basis. The Delhi International Airport was allowed to levy and airport developmentfee (ADF) even before the completion of the Greenfield or modernization projects. This is called pre-funding mechanism for the project. This too is approved by AERA in case of major airports in caseof their inability to finance the project through other options. For others, the Civil Aviation Ministryis the granting authority.

Private agencies from Israel, the US and Canada, with experience in telecom network securityaccreditation, have offered to scan equipment supplied by Chinese vendors in India to check for thepresence of embedded spyware. The names of these companies have been proposed by TataTeleservices Ltd (TTSL), which has also offered to bear the cost of conducting such checks if theGovernment allows import of telecom gear post-certification. According to sources in the Departmentof Telecom, three firms - Alta Security Consulting based in Israel, Electronic Warfare Associatesfrom Canada, and Infogard Inc of the US - have been approached by the Indian telecom serviceprovider to act as a certifying agency for providing network security accreditation. A ban wasimposed after security agencies raised concerns about the presence of spyware and malware intelecom equipment supplied by Chinese vendors. Spyware allows agencies outside the country tosnoop into conversations and also shut down the network from a remote location. Therefore, Indiansecurity agencies have been insisting that operators should not be allowed to buy gear fromChinese vendors. Tata Teleservices' CDMA network rollout plans have been severely impacted bythe Government's restrictions on importing Chinese equipment. As a result of this ban even GSMmobile operators have also not been able to buy any new gear for the past five months. In itscommunication to the DoT, Tata Teleservices said, "These agencies are willing to offer their servicesfor telecom network accreditation. We propose to get a certification done by an independent thirdparty of our network with explicit understanding that this would enable TTSL to thereafter procureadditional network equipment." Based on this input, the DoT issued a diktat that made it mandatoryfor operators to take clearance from the Home Ministry before buying telecom equipment. Operatorshave also been told that they can import equipment by giving a self-certification that their networkis free from spyware. Operators have so far refused to self-certify their network as they do not havethe expertise.
