One of the pillars of success of the NHF programme is our island-wide Provider Network. We have existing contracts for the NHF Card with 387 private pharmacies, 10 Drug Serv Pharmacies and 28 Regional Health Authority Pharmacies. In addition, 282 private pharmacies, the Drug Serv Pharmacies and the 19 Regional Health Authority Pharmacies, also deliver JADEP benefits.
The integrity of the NHF provider network is essential for the sustainability of the NHF benefits. In this regard, we are saddened by the fact that four providers were arrested for suspected fraud and their cases are before the Court. In addition we terminated Provider Agreements with four other pharmacies on suspicion of fraud and system abuse. Our investigations are continuing and we will be pursuing all cases of fraud against the NHF to ensure recovery of losses and maintain integrity of the system.
Two new providers were added to the number of HbA1c providers bringing the total number to 74.

Effective from January 20, 2011, NHF introduced subsidies for Spacers and Masks, which are respiratory devices to help deliver inhaled doses of asthma medication more efficiently to the lungs. Fourteen (14) respiratory devices were added to the NHF Individual Benefits List.
The NHF subsidy for a Spacer is $604.66 and for a Mask $371.28. The subsidy for a combination Spacer and Mask for infants is $975.94. These devices are particularly beneficial to children and the elderly, as they have great difficulty mastering the inhaler technique, which can lead to wastage of the medication and life threatening complications, due to poor asthma control. Beneficiaries enroled for asthma will be allowed one Spacer every three years and one mask every year.
Five (5) new diabetic supplies were also added to the NHF Individual Benefits List.

Five (5) new Active Pharmaceutical Ingredients and thirty-four (34) new labels were added to the NHF Card Drug List. During the year, NHF also increased subsidies for insulin analogues by three hundred percent (300%). Eight (8) active ingredients comprising eighteen (18) prescription items benefited from this increase.
One new Active Pharmaceutical Ingredient was added to the JADEP List.
On September 15, 2010, NHF suspended the subsidies offered for the drug Amlodipine and preparations containing Amlodipine. Amlodipine is one of the fifty–two (52) drugs for which the NHF provides a subsidy for the treatment of hypertension. This was further to the Jamaican Court injunction against the sale and supply of Amlodipine and the protracted legal battle surrounding this matter.

One of the major highlights of the year in the area of customer service was the advancement of the NHF to Stage 4 of the GOJ Customer Service Monitoring and Evaluation (CSM&E) Framework. NHF became one of only two government agencies that successfully advanced to this stage of the CSM&E Framework. Our ability to achieve this milestone was possible because of the commitment of the Board and Management and the engagement of the entire organization. These qualities are needed to ensure that we consistently maintain the high standard that has been achieved in Customer Care.
