1.1 With the enforcement of the constitution on 26 January, 1950, Hindi became the Official Language of the Union of India according to article 343 of the constitution. There is a separate Hindi Section in the Department of Mines to ensure the implementation of the constitutional provisions of Official Language and also to implement the Official Language Policy of the Government of India to promote the use of Hindi in the Department as well as in the Subordinate Offices and Public Sector Undertakings under its control. Efforts are being made to promote the use of Hindi in official work. 2 Compliance of section 3 (3) of official languages act 2.1 During the year under review, General Orders, Notifications/Resolutions/Administrative and other reports, etc., were issued bilingually as required under section 3 (3) of the Official Languages Act, 1963. In order to increase the correspondence in Hindi, standard drafts were prepared, employees having proficiency in Hindi were issued orders under the rule 8 (4) of Official Language Rules, 1976 to do their official work in Hindi and four sections of the department were specified for doing 100% work in Hindi. As a result, use of Hindi has increased considerably. 3.1 With a view to impart training in Hindi, Hindi stenography and Hindi typing, officers/employees are nominated for training under Hindi Teaching Scheme of the Ministry of Home Affairs. More than 90% of the officers/employees of the Department have working knowledge of Hindi. Stenographers/typists are being trained in Hindi Stenography and Hindi typing in phased manner. 4.1 In order to accelerate the use of Hindi in the Department of Mines and its Subordinate Offices as well as Public Sector undertakings, a Hindi Salahakar Samiti under the Chairmanship of the Minister of Mines and Minerals was reconstituted on 10 March, 1999. The first meeting of the reconstituted Samiti was held on 5 July, 1999 under the chairmanship of Shri Ramesh Baish, the then MOS (S&M). The main objective of the Samiti is to review the progress made in the use of Hindi in the Department as well as its Subordinate Offices/Public Sector Undertakings and also to recommend concrete measures to increase the use of Hindi in Official work and to comply with the Official Language Policy. 5.1 Hindi was adopted as the Official Language of Union on September 14, 1949. The year 1999 is being celebrated as the "Golden Jubilee Year of the Official Language-Hindi". Special programmes are being organised throughout the country to mark the occasion. Department of Mines has also chalked out an year long programme. The programme was inaugurated on Hindi Day, i.e., September 14, 1999 by releasing a special issue of the house-journal - "Khan Sampada" on Official Language. This issue contains articles pertaining to Official Language Hindi and Hindi literature. The articles of prominent Hindi scholars/litterateurs such as Sarvshree Bhartendu Harishchandra, Munshi Premchand, Suryakant Tripathi Nirala, Ramdhari Singh Dinkar, MuKtibodh, Mahatma Gandhi, Dr. Ram Manohar Lohia, etc., are included in this issue. 5.2 Hindi Fortnight was also celebrated in the Department from 14 September, 1999 to 28 September, 1999. Hindi competitions, namely, Hindi Essay Writing Competition, Hindi Typing Competition and Hindi Noting-Drafting Competition were organised during the Fortnight. The Hindi Essay Writing Competition was held separately for officers and employees. To make the event more attractive the prize-money was doubled in comparision to the last year's prize-money. Officers/Employees participated in these competitions with zeal and interest. All the winners are awarded certificates besides cash awards. 6 Measures for Implementation of Official Language Policy 6.1 It is the policy of the Government to implement the Official Language, through incentives, inspiration and encouragement. The Department is implementing various cash award schemes of the Department of Official Language to encourage Officers/employees to work in Hindi. An Official Language Implementation Committee is functioning in the Department under the Chairmanship of the Joint Secretary (Administration). The meetings of this committee were held regularly during the year 1999-2000. In these quarterly meetings the progress made in the use of Hindi was reviewed and measures were adopted to achieve the targets fixed for various items in the Annual Programme for the year 1999-2000 issued by the Department of Official Language. 6.2 In order to remove the hesitation of the Officers/employees of Department of Mines to work in Hindi, a one-day Workshop was organised on 11 August, 1999. Twenty officers/employees having working knowledge or proficiency in Hindi were trained in this workshop. 6.3 In order to enhance the propagation of Hindi and implementation of Official Language Policy in the Department, various sections of the Department were inspected and concerned sections were informed about their shortcomings and remedial measures were suggested to overcome the same. A practical English word and its Hindi equivalent is being written on the blackboard everyday. 6.4 Comprehensive Glossary of Administrative terms and Glossary of Mining and Geology brought out by Commission for Scientific and Technical Terminology, Department of Education, R.K.Puram, New Delhi have been made available to all the officers and sections of Department of Mines. 7 Inspection of Subordinate Offices/Undertakings regarding official language 7.1 In order to assess the usage of Hindi in Subordinate Offices/Undertakings of the Department of Mines, Deputy Director (O.L) and A.D (O.L) inspected IBM, Nagpur; MECL, Nagpur; GSI, Nagpur and BALCO, Korba. Shortcomings noticed were pointed out to the concerned offices and remedial measures were suggested to overcome the same. 8 Use of Hindi in the Offices/PSUs Under the Control of the Department of Mines 8.1 There are three subordinate offices, i.e., Geological Survey of India, Indian Bureau of Mines and Controller of Mining Leases (CML) and six Public Sector Undertakings, i.e., Hindustan Copper Ltd., Hindustan Zinc Ltd., Bharat Aluminium Company Ltd., Bharat Gold Mines Ltd., National Aluminium Company Ltd. and Mineral Exploration Corporation Ltd. under the control of the Department of Mines. Their units and regional offices are spread all over India. In order to ensure the compliance of Official Language Policy in the above offices, directions were issued by the Department from time to time and progress made in usage of Hindi was closely monitored during the year. 8.2 All these offices have their respective Hindi sections which are making their best efforts for implementing Official Language Policy of the Government of India in letter and spirit. 8.3 An Official Language implementation Committee under the Chairmanship of the Head of the concerned office has been set up in every office. Meetings of these committees were held regularly during the year under review. 8.4 The Officer dealing with Hindi in the Department was also invited to these meetings who gave valuable suggestions to increase the use of Hindi. 8.5 In order to assess the progress made in the use of Hindi for official purposes and the implementation of Official Language Policy of the Government, a quarterly progress report was called for from every subordinate office and Public Sector Undertakings of this Department. The reports were reviewed and shortcomings noticed during the review were intimated to the concerned offices and remedial measures suggested to overcome the same. 9 Indira Gandhi Rajbhasha shield for public sector undertakings subordinate offices 9.1 Indira Gandhi Rajbhasha Shield Scheme of Department of Official Language was circulated to Public Sector Undertakings and Subordinate Offices under the control of Department of mines. During the year under review, second prize for Region "C" was awarded to Bharat Gold Mines, K.G.F (Karnataka) on 24 December, 1999 by the Vice President of India, at Vigyan Bhawan, New Delhi.
